A Wall Street Journal investigation reveals that the US administration is testing a path to resolving the conflict in Ukraine centered on economic incentives and investment partnerships with Russia, spearheaded by Steve Witkoff, a close associate of the president and special envoy, and fueled by proposals from Russian financier Kirill Dmitriev, Vladimir Putin's designated emissary. The core of the plan is to mobilize some of the billions in Russian central bank assets frozen in Europe to finance joint projects and Ukrainian reconstruction, while opening up opportunities for US companies ahead of their European competitors. In short: favorable positions for Moscow and economic rewards despite Russia's military aggression.

Over the course of nine months of contacts, Witkoff welcomed Dmitriev to Miami, who is pushing an agenda of ending hostilities and major projects: joint exploitation of resources in the Arctic, energy corridors, and even space cooperation, including a mission to Mars with Space X. Meetings and exchanges at the highest level punctuated this sequence, with meetings in Moscow and Washington. Despite setbacks, the White House says it is continuing to work on an agreement, while incorporating geopolitical and military parameters.

Private American and Russian players are positioning themselves for a commercial “post-war” period: there are discussions between Exxon Mobil and Rosneft about a return to Sakhalin, investors are looking at Lukoil assets and gas infrastructure, and emissaries linked to sanctioned oligarchs are testing offers for concessions in the Arctic and rare metals in Siberia. More controversial projects are also circulating, such as the idea of buying the Nord Stream 2 gas pipeline as part of a procedure in Switzerland, subject to authorisation.

On the diplomatic front, unofficially discussed territorial proposals have fueled European and Ukrainian mistrust, notably the idea of a status quo favorable to Russia in part of the Donbass in exchange for Moscow renouncing claims elsewhere, which Kiev finds difficult to believe without guarantees.

On the Ukrainian side, military requests such as cruise missiles have been put on hold, while Witkoff's entourage has promoted economic measures, such as multi-year tariff exemptions to boost recovery.

In Europe, intelligence reports have circulated on these plans, revealing the commercial ramifications envisaged. The continent fears a transatlantic decoupling in favor of a business-dominated tête-à-tête between the United States and Russia. The Wall Street Journal

The aircraft took off from Olenya, flew along the corridor between Finland and Estonia, then near Gotland towards Kaliningrad before turning back. The Kh-32, with an estimated range of 1,000 km, would put several European capitals within striking distance.

🇪🇺 Europe - 🇷🇺 Russia • NATO is considering a more proactive stance against hybrid attacks attributed to Russia, including “preventive” options to deter drones and cyberattacks in Europe, according to Admiral Giuseppe Cavo Dragone. Operation Baltic Sentry, launched in January to secure the Baltic Sea, is hailed as a deterrent, but legal gray areas remain, particularly in international waters. Moscow considers these statements “extremely irresponsible” and accuses the Alliance of seeking escalation.

🇺🇦 Ukraine • The first all-female drone unit is operating in the Zaporizhia region, composed of five female soldiers specializing in reconnaissance and the launch of armed drones on the southeastern front. Created within the National Guard's special unit to provide a frictionless environment with male colleagues, it illustrates the rise of women in the military after restrictions were lifted in 2022. The members, who come from a variety of civilian backgrounds, also handle logistics and the manufacture of explosives, a sign of the wider integration of women into technological combat roles.

🇱🇰 Sri Lanka • The president has called the floods caused by Cyclone Ditwah the biggest natural disaster in the country's history, with 355 dead and 366 missing, more than a million people affected, and entire towns under water. Rescue efforts, supported by India, are struggling to reach isolated areas, with more than 15,000 homes destroyed and at least 200 major roads still impassable, while access to drinking water remains critical. Authorities have partially restored trains, electricity, and telecommunications, but more rain is expected locally.

🇮🇳 India • Vladimir Putin is visiting New Delhi from December 4 to 6 to strengthen the strategic partnership and negotiate a major arms deal, including Su-57 fighter jets and S-500 systems, according to information reported by Bloomberg. This move could complicate trade talks between India and the United States, where Washington is making a reduction in tariffs conditional on distancing from Moscow. Despite these tensions, New Delhi says it wants to continue purchasing weapons from both Russia and the United States.

🇨🇲 Cameroon • Opposition leader Anicet Ekane, president of Manidem, died in custody overnight, according to his lawyers and family. Arrested on October 24 in Douala, he was being held at the State Secretariat for Defense in Yaoundé. His party had requested his urgent transfer due to his deteriorating health. The Ministry of Defense announced the opening of an investigation into the circumstances of his death.
