🇰🇷 South Korea - 🇰🇵 North Korea • Seoul begins the race for nuclear submarines in response to Pyongyang
Seoul has received official support from Donald Trump for the construction of nuclear submarines, the first of which is to be assembled at the Philadelphia shipyards. This decision, welcomed by the South Korean Defense Minister, should enable South Korea to significantly strengthen its military capacity and compete technically with North Korea, whose rapid advances are causing concern in the region. Pyongyang has not yet responded publicly, but countermeasures are expected.
Military competition is intensifying on the peninsula: on the South Korean side, nuclear submarines would offer greater speed and endurance and could mark a move towards independent nuclear capability, despite the non-proliferation treaty. Experts and academics in Seoul confirm that North Korea's weapons have been modernized, thanks in particular to Russia's contribution of miniaturized reactors to Pyongyang.
The regional landscape is clouded by uncertainty over the US security guarantee, which is perceived as increasingly unreliable, and by the rise of China, which is massively developing its naval and military capabilities. Japan is also investing in its defense and multiplying security partnerships, while Taiwan is increasing its arms purchases. As US deterrence becomes more uncertain, the arms race is accelerating throughout Northeast Asia, fueled by the rivalry between South Korea and North Korea, but also by the activism of Beijing and Moscow.
While Pyongyang has recently stepped up its missile and artillery tests, South Korea has acknowledged that we are entering an era in which the balance of power and relative peace are crumbling. The use of nuclear propulsion for South Korean submarines could eventually pave the way for new strategic capabilities. DW

🇳🇴 Norway - 🇺🇦 Ukraine • Norway is considering using part of its sovereign wealth fund, the largest in the world, as collateral for a European loan of more than €100 billion to Ukraine. This move, supported by several parties in the Norwegian Parliament, aims to respond to criticism of “war profits” and to support Kiev, whose deficit is worrying its European partners.
🇧🇷 Brazil • Deforestation in the Brazilian Amazon has fallen by 11% in one year, reaching its lowest level in 11 years. Released on bail, they are staying at the French ambassador's residence in Tehran, awaiting possible final release.
🇨🇳 China - 🇺🇸 United States • Beijing has decided to extend the suspension of surcharges on several American products for one year, keeping customs duties at 10%. China is also ceasing to apply additional taxes on soybeans and various American agricultural products in response to the reduction in surcharges imposed on Chinese products. Restrictions on rare earths and measures against US companies remain suspended.
🇪🇺 European Union • Member states have reached an agreement setting a target of reducing greenhouse gas emissions by 90% by 2040, compared to 1990 levels. This commitment, announced after negotiations in Brussels, will allow the bloc to update its climate contribution to the UN.
🇫🇷 France • The French government has taken legal action to block the online platform Shein, after it opened its first store in Paris. This action follows an investigation into the sale of illegal products, including child-like sex dolls. Shein has announced the suspension of its marketplace.
🇪🇺 European Union • The European Commission has presented a plan to accelerate the development of the high-speed rail network by 2040. The aim is to halve the duration of many journeys, facilitate cross-border transit, and strengthen European competitiveness, while working towards carbon neutrality.
