🇬🇧 United Kingdom • Former Royal Navy chief deems nuclear submarine fleet "unfit" and calls for radical change

A former director of nuclear policy at the British Ministry of Defence, Rear Admiral Philip Mathias, said in The Telegraph that the UK was "no longer capable" of managing its nuclear submarine programme, citing record delays, shocking vessel availability and an operational workload that has increased from 70-day patrols during the Cold War to more than 200 days per crew today.

According to him, the combination of industrial delays, a maintenance backlog on the Astute class, and succession and skills management difficulties places the Silent Service in an unprecedented situation that requires "radical" measures. Specifically, the Astute-class attack fleet is accumulating prolonged downtime: HMS Ambush has reportedly spent a total of 1,222 days in dry dock, while the submarines Artful and Audacious have spent more than 950 days out of the water, with Astute and Anson also in port and six of the seven planned units in service. The commissioning of Agamemnon, hailed as an industrial feat, took more than 13 years, a record for the Royal Navy, illustrating the drift in schedules and the increase in associated costs.

Russian pressure in the North Atlantic is intensifying, with activity in British waters up by more than 30% according to Defence Minister John Healey, while Vladimir Putin claims to be ready for war in Europe, reinforcing the need for deterrence and presence. Mathias calls for Dreadnought to be the last generation of British SSBNs and for the AUKUS submarine pillar (the US-Australia-UK partnership to build submarines for Canberra) to be cancelled , judging that it will not meet the capacity or schedule requirements of London and Canberra, in favour of "more cost-effective" solutions such as aerial drones and smaller unmanned submarines. He points to decades of budget cuts, repeated reorganisations of nuclear programmes, a major failure in the management of key personnel, and the role of industry in the delays, also recalling that none of the 23 decommissioned nuclear submarines have been dismantled since the withdrawal of HMS Dreadnought in 1980.

The issue is sensitive given that British deterrence relies on four Vanguard-class SSBNs, one of which is permanently on patrol, despite failures during Trident II D5 missile tests in 2016 and last January off the coast of Florida. In response to this criticism, the Ministry of Defence insists that Dreadnought remains on schedule, reaffirms its commitment to modernising deterrence and securing the dismantling process at Devonport and Rosyth, and highlights a financial effort described as the largest since the end of the Cold War, including £15 billion over the legislative term for the sovereign nuclear warhead programme. 🇨🇩 DRC - 🇷🇼 Rwanda • A report by the UN expert group has reignited tensions between Kinshasa and Kigali, accusing Congolese officials of maintaining links with the FDLR and Rwanda of supporting the AFC/M23 while deploying its troops in eastern DRC. The document reports that there are 6,000 to 7,000 Rwandan soldiers present in the Kivu region and that clashes have intensified, despite the ceasefire commitments made in Washington and Doha.

🇨🇩 DRC - 🇷🇼 Rwanda - 🇺🇸 United States • Washington is now linking the implementation of the DRC-Rwanda peace agreements to a broader strategy of securing its access to strategic Congolese minerals. The United States wants to establish a mineral reserve in the DRC, reorient export corridors and reduce Congolese dependence on Chinese channels, while Kinshasa seeks to take advantage of this rivalry to accelerate its development.

🇯🇵 Japan - 🇨🇳 China • Tokyo summoned the Chinese ambassador after a Chinese Navy J-15 twice locked its radar onto a Japanese aircraft near Okinawa, an action deemed "extremely regrettable". Beijing denies any violation and accuses Japanese F-15s of disrupting a training exercise. The incident comes a month after Sanae Takaichi's comments about possible Japanese intervention in the event of a Chinese attack on Taiwan, reigniting bilateral tensions.

🇯🇵 Japan • A 7.6-magnitude earthquake struck the northern part of the archipelago today, triggering a tsunami warning (up to three metres) on the coasts of Hokkaido, Aomori and Iwate. The first waves observed, measuring 20 to 50 centimetres, led to the suspension of some railway lines. The authorities have confirmed that no anomalies have been detected in the region's nuclear power plants.

🇮🇱 Israel - 🇵🇸 Palestine • UNRWA (the UN agency for Palestinian refugees) has denounced the seizure of furniture, equipment and property in its East Jerusalem compound by Israeli police, presented as a municipal debt recovery. The agency denies any debt and points out that, under international law, its property is exempt from taxes. The UN flag was reportedly replaced by an Israeli flag, a move described as political by its officials.

🇪🇺 European Union • The interior ministers of the 27 member states have approved a major tightening of migration policy, including the creation of detention centres outside the EU for rejected asylum seekers and longer detention periods. Despite a decline in irregular arrivals this year, political pressure is pushing for acceleration. France and Spain have expressed reservations, while a new distribution mechanism will impose relocations or financial contributions on reluctant states.

🇨🇳 China - 🇪🇺 European Union • China exceeded a trade surplus of $1 trillion for the first time between January and November, driven by a surge in exports in November despite weak domestic demand. This acceleration reinforces European concerns about an imbalance deemed unsustainable, as Beijing redirects part of its production, which has been weakened on the American and Asian markets, to the EU. Emmanuel Macron, returning from China, threatened the country with customs duties if the situation was not corrected.

🇪🇺 European Union - 🇺🇸 United States • Brussels denounced Elon Musk's "completely crazy statements" after a series of messages calling for "abolishing the EU" in response to the €120 million fine imposed on X for violations of the DSA (Digital Services Act). The head of X, supported by figures close to Donald Trump, accuses the EU of attacking American platforms. The Commission has reaffirmed that the sanction targets repeated breaches of transparency, particularly regarding blue ticks, advertising and access to data by researchers.

🇺🇦 Ukraine - 🇬🇧 United Kingdom - 🇪🇺 European Union • Amid American pressure to move forward with a peace plan, Volodymyr Zelensky continues his European tour. After London, where he met with Emmanuel Macron, Keir Starmer and Friedrich Merz, the Ukrainian president is travelling to Brussels for talks with the NATO Secretary General and the leaders of the European Council and the European Commission.

🇧🇯 Benin • Two senior Beninese officers, General Abou Issa and Colonel Gomina Faizou, who were kidnapped during the attempted coup on 7 December, were freed by the army last night. The leader of the mutineers remains at large, while Cotonou is gradually returning to calm. ECOWAS (Economic Community of West African States) has deployed 200 soldiers to support local forces, while Abuja has confirmed a Nigerian air intervention.
