🇺🇸 United States – 🇷🇺 Russia • New Start treaty expires, raising fears of a new arms race
The latest nuclear arms control treaty between the United States and Russia expires this week, ushering in a period of uncertainty for international security. The treaty, known as New Start and signed in 2010, limited the number of strategic nuclear warheads deployed by each country to 1,550. It also provided for transparency mechanisms, including data exchanges, regular notifications and inspections of military sites. For more than a decade, this agreement has been one of the pillars of stability inherited from the end of the Cold War.
The disappearance of the treaty marks the end of a framework for cooperation already weakened by tensions related to the war in Ukraine. Russia suspended its participation three years ago, even though both sides appeared to continue to comply with the agreed limits. Politicians and experts now fear a return to uncontrolled arms build-up. The Pope has called on Washington and Moscow to renew the agreement, arguing that the global situation requires avoiding a new arms race.
New Start succeeded the first Start treaty signed in 1991 by the United States and the Soviet Union, which capped the number of nuclear warheads at 6,000. Since then, other control instruments have disappeared. The Intermediate-Range Nuclear Forces Treaty has been abandoned, the Open Skies agreement authorising reconnaissance flights no longer exists, and the Treaty on Conventional Armed Forces in Europe has also been dismantled. The former head of the British armed forces warned that this entire security architecture was in danger of collapsing.
In Moscow, former President Dmitry Medvedev, who signed the treaty in 2010, described its expiry as worrying. An adviser to Vladimir Putin said that the Kremlin would act in a measured and responsible manner if no new agreement was reached. In Washington, the tone is more detached. Donald Trump has said that if the treaty disappears, a better arrangement could be negotiated later. The United States believes that a future treaty should include China, while Russia wants to involve France and the United Kingdom.
At the same time, both powers are continuing to modernise their nuclear forces. Analysts see incentives to develop new strategic capabilities, particularly to circumvent US missile defence systems. Russia is promoting projects such as the Poseidon nuclear submarine torpedo and the Burevestnik cruise missile, designed to evade air defences. The United States, Russia and China are also investing in hypersonic missiles capable of manoeuvring at very high speeds.
According to specialists from the RUSI proliferation programme, these military developments will complicate any future negotiations. The growing role of nuclear weapons in defence doctrines fuels the idea that more countries are seeking deterrence rather than stockpile reduction. The subject was raised during a meeting between Vladimir Putin and Donald Trump in Alaska last year, but no concrete results were achieved. BBC News

Moscow is demanding Ukraine's withdrawal from the whole of Donetsk, while Kiev refuses to make any unilateral concessions.
🇨🇳 China – 🇷🇺 Russia – 🇺🇸 United States • Chinese President Xi Jinping spoke with Vladimir Putin and then Donald Trump, calling for Sino-Russian cooperation in the interests of global stability and for mutual respect with Washington in order to resolve differences. Beijing supports the negotiations in Abu Dhabi on the war in Ukraine and warns the United States against arms sales to Taiwan.
🇺🇦 Ukraine • A Russian drone struck the city of Zaporizhzhia yesterday, killing two 18-year-olds and injuring nine other people, according to regional governor Ivan Fedorov. Four residential buildings were damaged, and rescue workers searched through the rubble. Authorities fear further attacks and are urging residents to be cautious.
🇮🇷 Iran – 🇺🇸 United States • Indirect negotiations between Iran and the United States are to be held on Friday in Muscat, focusing on nuclear issues and the lifting of sanctions, according to Iranian media. The Tehran delegation will be led by Abbas Araghchi, while American envoy Steve Witkoff will represent Washington. Jared Kushner may be present, but Marco Rubio has stated that the meeting has not been confirmed.
🇬🇧 United Kingdom – 🇺🇸 United States • Keir Starmer and Donald Trump have recognised the strategic importance of the Diego Garcia air base in the Chagos Archipelago and have promised to work to ensure its future operation, despite the US President's criticism of the 2025 agreement ceding sovereignty of the islands to Mauritius.
🇩🇪 Germany • The German government wants to grant intelligence agencies expanded powers in the face of hybrid threats, allowing the BND to access private telephones and retain data for up to a year, as well as disrupt drone radio links and neutralise cryptocurrency wallets used to finance crimes. The bill, championed by Thorsten Frei, has drawn criticism from the opposition, which fears a weakening of democratic controls.
🇫🇷 France – 🇨🇳 China • Four people, including two Chinese nationals, have been arrested in France on suspicion of spying for China, after a device designed to capture data from the Starlink satellite network and military entities was discovered in an Airbnb in Gironde. Two of the suspects have been placed in pre-trial detention, and a judicial investigation into the illegal disclosure of sensitive information and organised data theft has been opened by the Paris public prosecutor's office.
🇲🇲 Myanmar – 🇷🇺 Russia • Myanmar and Russia have signed a five-year military cooperation pact, valid until 2030, confirming Moscow as a key ally of the junta. Russian deliveries, including six Sukhoi-30 aircraft and drone equipment, have reinforced the bombing campaign against the pro-democracy rebellion.
