President Zelensky, weakened by corruption investigations, may seem more likely to yield to international pressure, even if some of the guarantees offered to Ukraine in the US-Russian plan remain unacceptable to Moscow. For the Kremlin, it is also a question of anticipating the possible return of a tougher transatlantic position, with US sanctions against Russia back on the table.
