🇸🇾 Syria - 🇸🇩 Sudan - 🇾🇪 Yemen • Captagon trafficking is being restructured after the fall of the Assad regime

Since Bashar al-Assad's departure in December 2024, Syria has been striving to erase its image as a “narco-state” forged by a decade of industrial-scale Captagon production. The new authorities are making numerous announcements: laboratories dismantled and record seizures, such as the recent interception of 11 million pills in the province of Homs and 12 million near Damascus. Despite this display and growing international pressure, trafficking has not disappeared, but has fragmented and shifted, finding new hotspots from Sudan to Yemen, via Iraq and Lebanon.

The new Syrian administration is leading an offensive against the remnants of the previous regime and crime syndicates, with 230 million pills seized since the end of Assad's rule, a dramatic increase over the previous year. However, according to the UN, the country remains a hub for Captagon, particularly due to its territorial division and porous borders. Extreme poverty, which affects nine out of ten Syrians, fuels this trafficking, while the economy struggles to recover and the state attempts to attract investment and international cooperation.

The security strategy dominates, without sufficient social or health responses. The fight against local consumption remains marginal, hampered by a lack of infrastructure and health professionals. Experts insist on the need for international cooperation and the exchange of information and practices to counter increasingly mobile criminal networks.

Trafficking, stimulated by constant demand in the Gulf market, has reconfigured itself geographically. Production sites are now multiplying outside Syria's borders: Sudan and Yemen, for example, are home to new laboratories, taking advantage of a fragile security situation and civil conflicts that facilitate the activities of traffickers. Some equipment discovered in Sudan shows direct links to Syria, via front companies or similar industrial techniques.

In Yemen, production extends across territories controlled by both rebels and other factions, illustrating the diversification of trafficking. Despite Assad's ouster, these new channels ensure the resilience of the Captagon trade, now spread across several countries and actors, and pose new challenges to regional anti-narcotics efforts. RFI

🇺🇸 United States - 🇸🇻 El Salvador • Three U.S. military aircraft, including an AC-130J Ghostrider, have been deployed to El Salvador's main airport as part of a U.S. military buildup in the region. These aircraft are involved in anti-drug operations and could support strikes in the area. This presence marks a shift in the role of the base, which has traditionally been dedicated to humanitarian aid and the fight against drugs.

🇫🇷 France - 🇲🇱 Mali • France has advised its citizens to temporarily leave Mali, citing the sharp deterioration in security throughout the country, including in Bamako. Travel by land is not recommended due to repeated attacks on national roads by terrorist groups. Travel to Mali for any reason remains formally discouraged.

🇸🇾 Syria • The UN Security Council removed President Ahmed al-Shara from its sanctions list just before his first visit to Washington. A former rebel leader, he took over as head of the country after the fall of the Assad regime in December. The United States supported the resolution and lifted the reward for his capture earlier this year. This measure facilitates diplomatic relations and paves the way for possible cooperation against ISIS.

🇰🇿 Kazakhstan - 🇮🇱 Israel • Kazakhstan announced its future accession to the Abraham Accords and its diplomatic normalization with Israel, marking a further step in its policy of dialogue and regional stability. Donald Trump welcomed this rapprochement, claiming to have facilitated an exchange between the Kazakh and Israeli leaders. Trump also mentioned the upcoming deployment of an international force in Gaza, while a summit bringing together Central Asian countries is being held at the White House.

🇦🇷 Argentina • Buenos Aires announced the selection of Naval Group's French Scorpène submarine to restore its submarine capabilities, rejecting TKMS's German Type 209 NG. Supported by Javier Milei, this choice is part of a strengthened dynamic with France. Three 2,000-ton Scorpène Evolved submarines, equipped with lithium-ion batteries, are being considered for €2.3 billion.

🇭🇺 Hungary - 🇺🇸 United States • Viktor Orbán traveled to Washington to meet with Donald Trump, hoping to strengthen his support as he finds himself in a weakened position six months ahead of the Hungarian parliamentary elections. Faced with Hungary's dependence on Russian oil and low US investment, he is seeking a strategic partnership on energy and defense.

🇫🇷 France • Emmanuel Macron's comments, in which he said he was “rather positive” about the EU-Mercosur trade agreement, were strongly criticized by the entire French political class. On both the left and the right, figures such as Marine Le Pen, Bruno Retailleau, and Manon Aubry denounced the guarantees obtained by France as insufficient.
