As the European Union seeks to protect its strategic industries from Chinese competition, Beijing has toughened its stance by announcing that it would take "countermeasures" should its companies suffer as a result of the Industrial Accelerator Act, the European bill dubbed "Made in Europe". The Chinese Ministry of Commerce has described the bill as discriminatory towards foreign investors, arguing that it contravenes the basic principles of a market economy, namely free competition and commercial voluntarism.

The bill is one of the EU’s most serious attempts to respond to the rise of Chinese imports in key sectors such as the automotive industry, solar panels and batteries. It plans to impose restrictions on foreign investments exceeding €100 million in strategic sectors where a single country accounts for more than 40% of global production. The companies concerned will also have to ensure that at least 50% of their employees are from the EU, that they involve local players in their manufacturing processes, and that they transfer their technological know-how to European partners.

These requirements lie at the heart of China’s criticism: Beijing views them as a violation of WTO rules and international agreements on intellectual property. For Beijing, the text “will hinder the EU’s green transition, undermine fair competition in the European market and deal further blows to multilateral trade rules”.

The geopolitical context lends particular significance to this confrontation. Whilst Washington and Beijing are negotiating an extension of their trade truce, China is seeking to preserve its relations with Europe, a vital market. It says it wishes to “engage in dialogue” with Brussels, but unless the EU backs down from its requirements deemed discriminatory, the tone is hardening.

On the European side, the draft legislation follows a clear logic: for decades, foreign companies wishing to set up operations in China were required to partner with local firms and transfer their technology. Now that Chinese manufacturers have acquired this know-how and can produce high value-added goods, European competitors find themselves facing what they consider to be unfair competition, particularly due to massive subsidies, estimated to be between three and nine times higher than those granted in rich countries, according to the OECD.

The text still needs to be negotiated with Member States and the European Parliament before it becomes law. Financial Times

Ministers have described the prosecutions as “ridiculous” and raised the possibility of Athens withdrawing from cooperation with the European Public Prosecutor’s Office.

🇺🇦 Ukraine • A wave of Russian attacks struck Ukraine this weekend: ten dead and more than 30 injured in Dnipro following strikes combining missiles and drones, then 14 injured in Odessa during a night-time attack targeting residential buildings and port infrastructure. In the past week alone, Russia has launched around 1,900 drones, 1,400 bombs and some 60 missiles at Ukrainian territory.

🇺🇦 Ukraine – 🇪🇺 EU • European leaders meeting at a summit in Cyprus have dampened Kyiv’s hopes of rapid EU accession, with Chancellor Friedrich Merz noting that “immediate EU membership for Ukraine is, of course, not possible”. European Council President Antonio Costa stressed that the process remains “long and difficult”, and that no artificial deadline will be set.

🇲🇱 Mali • Tuareg rebels from the Azawad Liberation Front, allied with jihadists from JNIM (affiliated with Al-Qaeda), have taken control of the strategic town of Kidal following a series of unprecedented coordinated attacks on junta positions. Defence Minister Sadio Camara has been killed, and junta leader Assimi Goïta has not been seen in public since the start of hostilities, plunging the country into deep political uncertainty.

Africa • For the first time, the WHO has prequalified an antimalarial treatment specifically designed for newborns and infants weighing between two and five kilograms: artemether-lumefantrine. This validation paves the way for purchases by UN agencies such as UNICEF and Gavi to distribute it in resource-limited countries, where 30 million babies are born each year in endemic areas.

🇮🇱 Israel – 🇵🇸 Palestine • Israeli strikes have killed at least 12 people in Gaza, including six police officers, hitting Gaza City and Khan Younis in the south of the enclave. The Israeli army confirmed a strike targeting Hamas members, but did not comment on the other attacks.

🇵🇸 Palestine • The first municipal elections since 2006 were held in Palestine, with a low turnout (23% in the West Bank, 56% in Deir al-Balah in Gaza). President Mahmoud Abbas’s allies won the majority of seats in a vote presented as a symbol of national unity and territorial continuity between Gaza and the West Bank.

🇨🇴 Colombia • A bomb attack has left at least 20 people dead and 36 injured on the Pan-American Highway in the department of Cauca, a region traditionally under the control of armed groups. The authorities have attributed the attack to FARC dissidents, just over a month before the presidential election, against a backdrop of resurgent violence across the country.
