🇺🇳 United Nations - 🇵🇸 Palestine • UN Security Council approves Trump's plan for Gaza

The US proposal to establish lasting peace in the Gaza Strip has been adopted by the UN Security Council, receiving 13 votes in favor and two abstentions (Russia and China). The text provides for the establishment of an international stabilization force and refers, in a conditional and vague manner, to the prospect of a Palestinian state, a concession obtained in exchange for the support of Arab countries.

The plan emphasizes the central role of a Palestinian technocratic committee for day-to-day governance in Gaza and the formation of a “peace commission” chaired by Donald Trump to oversee operations. The specific members and terms of reference have yet to be defined.

This compromise was adopted despite Israeli Prime Minister Benjamin Netanyahu's stated opposition to the creation of a Palestinian state and Hamas' rejection of the plan, as it refuses any international supervision and the prospect of disarmament.

For supporters of the resolution, the urgent need is to quickly lift restrictions on the delivery of aid to Gaza, maintain the ceasefire, and begin reconstruction, under the aegis of a political solution that could pave the way for Palestinian self-determination. While the UN has managed to break the diplomatic deadlock after two years of stalemate, the implementation of the proposed process will depend on progress on several fronts: reform of the Palestinian Authority, agreement on governance in Gaza, and international acceptance of the peace mechanism. The incident, considered an attack on NATO, comes after Ukraine signed an agreement to import American natural gas via this region.

🇫🇷 France - 🇺🇦 Ukraine - 🇷🇺 Russia • Volodymyr Zelensky and Emmanuel Macron signed a declaration of intent in Paris for Ukraine to purchase 100 Rafale aircraft, as we reported yesterday. Moscow has accused France of fueling the conflict, saying that these deliveries will not change anything on the front lines and criticizing Paris for reinforcing militaristic sentiments. Since the start of the war, Russia has criticized Western support for Kyiv, while maintaining that these weapons remain ineffective in combat.

🇨🇩 DRC - 🇷🇼 Rwanda • Despite the signing of a framework agreement in Doha last week between Kinshasa and the M23 group, the ceasefire remains very fragile in the east of the country. Of the eight protocols planned, only two have been concluded and are struggling to be implemented, while clashes continue in North Kivu and South Kivu. There are strong differences of opinion over the management of Goma airport and state authority. The AFC/M23 is strengthening its local administration, and security issues and the return of refugees remain unresolved.

🇺🇸 United States - 🇻🇪 Venezuela • Donald Trump has indicated that he is willing to eventually hold talks with Nicolás Maduro, while stressing that the Venezuelan president is not favorable to the United States. When asked yesterday about U.S. military intervention in Venezuela, Trump did not rule anything out. The US military deployment in the region has increased, with the arrival of an aircraft carrier off the coast and a rise in strikes on boats suspected of being linked to drug trafficking. Maduro has agreed to the principle of direct dialogue, while denouncing the threats against his country.

🇫🇷 France - 🇩🇪 Germany • Emmanuel Macron and Friedrich Merz said at a summit in Berlin today that Europe refuses to depend on American and Chinese tech giants. The French president called for a “European preference” to strengthen digital sovereignty and promote local innovation. The two leaders stressed the need to invest and simplify rules so that companies on the continent can compete in infrastructure, data, and artificial intelligence.

🇨🇦 Canada • The Canadian Parliament narrowly passed Prime Minister Mark Carney's budget, allowing the government to remain in power. The budget calls for nearly doubling the deficit in 2025-2026 to fund major infrastructure projects aimed at economic recovery in response to U.S. tariffs. The vote was supported by one opposition MP, with four MPs abstaining and other parties voting against it.

🇨🇱 Chile • The right wing won a majority in Parliament yesterday with 76 out of 155 seats in the Chamber of Deputies and 25 out of 48 in the Senate in the legislative elections, strengthening the position of far-right candidate José Antonio Kast for the second round of the presidential election in December. This result weakens the position of left-wing candidate Jeannette Jara, who came out on top in the first round but with a lower score than expected.
